The bill also provides that the department may “establish fees for application and registration of growers and handlers of industrial hemp.” This law became effective on 5/17/2018. With this new law there is no need to obtain a medical marijuana card in order to grow or possess hemp; simply obtain a hemp certificate from ADHS.
